kwin-lowlatency 5.18.1 released.

a new version of my version of the compositor has been released with a few fixes.

this version should fix an issue in where certain graphics drivers would cause the compositor to render at half-speed, plus some issues around my Paint cursor effect.

oops I was late for the NVIDIA fixes :<
sorry... I will release 5.18.1-2 soon with them.
